The Development Bank's Website Stops at Guyana's Border. Switch a VPN to the United States and You Will See What the Diaspora Sees.

La Caribena News title card: the Guyana Development Bank's website stops at the border, and five other Guyanese institutions open normally from abroad.
Quick summary: The Guyana Development Bank restricts its website to visitors in Guyana. Checked on 16 October 2026 from the United States and from Germany, every address tested led to one notice headed "Service Available to Residents of Guyana Only". Five other Guyanese public institutions opened normally from the same connections.

If you are reading this in Guyana, you can open the Development Bank's website. Your brother in Florida cannot.

What does someone outside Guyana get?

One page, whatever they ask for.

The Bank publishes at gdb.gov.gy. On 16 October 2026, 15 addresses on that site were tried from a connection in the United States, among them the home page, the paths an applicant would look for, and the two files a search engine reads, `robots.txt` and `sitemap.xml`. Every one of them led to the same page at restricted.gdb.gov.gy, headed "Service Available to Residents of Guyana Only":

"This service is available only to residents of Guyana. This requirement ensures that services are available to residents and businesses in Guyana, while also allowing every applicant to complete in-person identity verification, if required."

The same addresses were tried the same day from a connection in Germany, with the same result. Whatever the Bank publishes about itself, its loan terms, its board or its contact details, none of it was reachable from either country.

Can a reader in Guyana check this?

Yes, in about a minute.

Switch a VPN to the United States and open gdb.gov.gy. A VPN set to another country makes a visitor arrive from that country, which is the condition the Bank's restriction turns on, and the notice is what loads. Switch the VPN off and the Bank's own site returns.

Do other Guyanese public institutions do the same?

Not among the five checked.

The central bank, the legislature, the finance ministry, the state information service and the procurement administration all open to anyone. The Development Bank is the exception among them.

Who is on the other side of that border?

Family, lenders, suppliers and anyone thinking of coming home to start something.

Guyanese abroad are a part of this economy. A relative in Florida, Toronto or London who might put money behind a business at home, or who is weighing a return, cannot read what the Bank offers, how much it lends at zero interest, who sits on its board or how to reach it.

Lenders abroad have already objected to a separate decision by the Bank. Their objections to its proposal to name borrowers before they are paid were reported in Guyana Plans to Name Its Development Bank Borrowers Before They Are Paid. Those lenders sit outside Guyana, and the Bank's site is closed to them as well.

What the Bank had not published about its lending rules on opening day was set out in A Bank That Asks What You Can Build, Not What You Own.

What reason does the notice give?

One about applying, for a restriction that also covers reading.

The stated purpose is that services be available to residents and businesses in Guyana, and that every applicant be able to complete in-person identity verification. Both describe who may use the Bank, which is the Bank's decision to make, and both are about applying rather than reading.

A person outside Guyana was not stopped from applying. They were stopped from looking.

What can be found without the site?

The board, the capital and the terms, because the Government published them separately.

The Department of Public Information published a two-page spread on 5 October, the day the Bank opened, and that document is reachable from anywhere. The seven directors and the offices each of them holds are set out in Guyana's Development Bank Has Seven Directors, and the capital and the loan ceiling in G$20 Billion to Lend and a G$3 Million Ceiling.

Which of the four accepted documents is attached to a register, and what it does and does not hold, is set out in The Card That Takes You to Barbados Is Also the One the Development Bank Can Read. The two products the Bank offers are set out in The Development Bank Has Two Loans, Not One. What an applicant must have in hand, and the four steps from applying to being paid, are set out in What You Need Before You Apply and From Application to Money in the Account. The Act and the commencement order that brought it into force were reported in The Guyana Development Bank Act Is in Force.

What the title card shows

Every data point on the article's title card, in text.

  • 15 addresses tested. Those tried on gdb.gov.gy from outside Guyana, including the home page, `robots.txt` and `sitemap.xml`. All led to the same notice.
  • 2 countries. The United States and Germany, the connections the test was run from on 16 October 2026.
  • 5 other institutions. The Bank of Guyana, Parliament, the Ministry of Finance, the Department of Public Information and the National Procurement and Tender Administration, all of which opened normally from the same connections.
  • 5 October 2026. The day the Bank opened, and the day the Government published its board and terms separately.
  • In-person identity verification. The reason the notice gives, alongside availability to residents and businesses in Guyana.

Where can the Bank's terms be read from abroad?

In the Department of Public Information's two-page spread of 5 October 2026, which carries the board, the capital and the loan terms and is reachable from outside Guyana.
