The G$20 billion first tranche funds about 6,666 loans at the G$3 million ceiling, so the average loan decides how far it reaches." ---

The Bank opened three weeks ago with a published ceiling and a published tranche. It now has a demand figure to set against them, and it is the President who gave it.
How many people have applied?
Between 15,000 and 20,000, on the President's own estimate, given in an interview.
"Imagine launching such a huge national programme. You have maybe 15,000, 20,000 persons who have applied already, without a line, without a single line, without any long line anywhere, just from their bedroom, from their desk, on a cricket field," President Dr Mohamed Irfaan Ali said, INews Guyana reported. He made the remark in an interview on Tuesday, the outlet reported, noting that the strong response and the convenience of the process signalled an encouraging start.
The word carrying the figure is "maybe". It is an estimate offered in conversation, it counts persons who applied rather than approvals, and the same report records that applications are still being evaluated and sorted by the sector each applicant intends to enter. The Bank has issued no figure of its own, and its website is the one place such a figure would sit: this newspaper reported on 16 October that the site is restricted to visitors inside Guyana.
The two figures come from separate occasions.
| Date | Occasion | What the President said |
|---|---|---|
| Monday 12 October | Farmers' Conference and Market Day 2026, Arthur Chung Conference Centre | Almost 30 per cent of applications are in agriculture |
| Tuesday 20 October | An interview | An estimated 15,000 to 20,000 persons have applied |
Sources: Kaieteur News and News Source Guyana for 12 October; INews Guyana for 20 October.
Eight days separate them, and the Bank had been open for one week when the first was made and two when the second was. A share quoted on the earlier date and a total quoted on the later one do not describe the same population.
What does the first tranche actually fund?
That depends entirely on the average loan. Across the Bank's two published ceilings the answer moves by a factor of ten.
This newspaper reported on 16 October that Budget 2026 provided the Bank with G$20 billion, the first tranche of a G$40 billion authorised share capital, and that the Bank's own site offers two products rather than one, a Quick Loan of up to G$300,000 and an SME Loan of up to G$3,000,000, both at zero interest.
| Average loan | Borrowers the G$20 billion first tranche reaches |
|---|---|
| G$3,000,000, the SME ceiling | about 6,666 |
| G$1,333,333 | 15,000 |
| G$1,000,000 | 20,000 |
| G$300,000, the Quick Loan ceiling | about 66,666 |

The President's range lands between the two ceilings and nearer the smaller one. The average that reaches the top of his range is a third of the SME ceiling and more than three times the Quick Loan ceiling. Above that band the tranche runs out before the applicants do.
Three things keep that from being a shortfall. Not every applicant is approved, and evaluation was still running when the figure was given. A second tranche is authorised: the G$40 billion is the authorised share capital and only half has been provided. And the G$20 billion is described in the Government's own document as a capital injection rather than as a ring-fenced lending pool, so the sum available to lend is not stated anywhere as a separate number.
A bank with this tranche and these ceilings reaches twenty thousand borrowers only if it lends small.
Where is the demand coming from?
Agriculture, at nearly a third of applications by count, from a sector the President puts at 6 per cent of the economy by value.
"If there is one indication as to how the policy direction is leading to a new wave of excitement, a new wave in agriculture, is this fact, that almost 30% of all of the applications so far in the Development Bank is in the Agriculture Sector, almost 30%," the President said at the Farmers' Conference, News Source Guyana reported. Kaieteur News carried the same figure from the same address, quoting him on "a new wave of excitement" and on young people moving into poultry.
He gave the sector's weight in the same remarks: agriculture accounts for 6 per cent of Guyana's gross domestic product and one-fifth of its non-oil GDP, News Source Guyana reported.
Applied to the later total, almost 30 per cent is between 4,500 and 6,000 applications, with the caution that the share and the total are eight days apart.
The demand is arriving in a year the sector went backwards. The Ministry of Finance's Mid-Year Report records that agriculture, forestry and fishing contracted 0.5 per cent in the first half of 2026, the only sectoral contraction in an economy it puts at 33.3 per cent growth, and attributes it to above-normal rainfall that waterlogged cultivations and cut field access. The other crops subsector fell 6.4 per cent, and its full-year growth projection was revised down to 2.1 per cent on the El Niño expected in the second half.
A zero-interest, collateral-free loan is a different instrument from a commercial one, and the Government is working on the commercial side in parallel. Republic Bank has agreed to set aside resources for agricultural lending at preferential rates, with the rates still being negotiated, and Demerara Bank is offering special loans to poultry farms, News Source Guyana reported. "We have brought all of the commercial banks together and we are currently negotiating with them to offer the same type of incentives that we offer for low-income housing to the banks for loans to agriculture," the President said.
Who is running the Bank while the applications are assessed?
A seven-member board. The chief executive's post is not filled.
The board's composition was published on the day the Bank opened. This newspaper set out all seven directors and the offices each holds elsewhere on 16 October, from the Department of Public Information's spread of 5 October: Abu Zaman as Chairperson, Kathy Smith as Deputy Chairperson, and five directors including the Finance Secretary and a sitting Member of Parliament.
The post that runs the Bank day to day is still open. The board "is considering candidates for the position of chief executive officer, with the president indicating that an appointment is expected" shortly, INews Guyana reported on the same occasion as the application figure. On the public record this newspaper can find, no appointment has been announced since.
So the evaluation of up to twenty thousand applications is under way under a board, before the executive who will administer the lending is in post.
What happens between applying and being paid?
Four of them, and the amount is fixed at the third.
The Bank sets out four steps from application to disbursement, as this newspaper reported on 16 October: apply online with details prefilled from the national identification record where possible, a credit officer reviews, the applicant accepts a Letter of Offer signed online, and the money is paid into a bank account.
The Letter of Offer sets the amount, the term and the instalment. The figure an applicant selects on the Bank's calculator is a request, and the Letter is where it becomes a sum. Every figure in the table above is a figure the Bank controls at that step, applicant by applicant.
The Bank opened under a Commencement Order signed and gazetted on 16 September, which this newspaper reported at the time.
What has not been established?
Four things, and only the Bank can answer them.
The count. The range is the Head of State's estimate, prefaced "maybe", and the Bank has published no figure of its own.
The product split. Whether applicants are asking for the Quick Loan or the SME Loan is the single fact that decides how far the tranche reaches, and it has not been published.
The approval rate. No proportion of applications approved, rejected or returned for more information has been stated at any point since the Bank opened.
The date of the chief executive's appointment. The post was still being filled when the President gave the figure.
Three weeks in, the Bank has a demand figure from the President, a capacity figure from the Budget and no published number of its own. The first two are already enough to show what the third will have to look like.

Frequently Asked Questions
How many people have applied to the Guyana Development Bank?
President Irfaan Ali said on 20 October 2026 that an estimated 15,000 to 20,000 persons had applied. The figure is his own estimate, prefaced "maybe", and counts applications rather than approvals. The Bank has published no count of its own.
How many loans can the Guyana Development Bank fund?
Its G$20 billion first tranche funds about 6,666 loans at the G$3 million SME ceiling and about 66,666 at the G$300,000 Quick Loan ceiling. To reach 20,000 borrowers the average approved loan would have to be G$1 million. A further G$20 billion is authorised but has not been provided.
What share of Development Bank applications is agriculture?
Almost 30 per cent, President Ali said at the Farmers' Conference on 12 October 2026. He gave agriculture as 6 per cent of Guyana's gross domestic product and one-fifth of its non-oil GDP. The share was stated eight days before the application total, so the two describe different populations.
Does the Guyana Development Bank have a chief executive?
Not as at 26 October 2026. The board was considering candidates when the President spoke on 20 October, and on the public record this newspaper can find no appointment has been announced since. The Bank has a seven-member board chaired by Abu Zaman.
What are the steps to getting a Development Bank loan?
Four. Apply online with details prefilled from the national identification record where possible, a credit officer reviews the application, the applicant accepts a Letter of Offer signed online, and the loan is paid into a bank account. The Letter of Offer sets the amount, the term and the instalment.
