Quintana Roo's governor announced ten new and returning air routes into Cancun on 26 September, from the United States, Canada and two Mexican cities, La Razon and Noticaribe reported. Not one of them is from Brazil, and that is the interesting part.
Two weeks earlier Governor Mara Lezama had met Fernanda Camara Norat, executive secretary of Brazil's Ministry of Tourism, to work on exactly that gap. The Government of Quintana Roo published the detail on 11 September.
What did Mexico change, and what happened?
It replaced a consular visa with an electronic one. The electronic visa for Brazilian nationals came into force on 5 February 2026, and the state government's own account of the meeting records that it has tripled applications against the traditional visa scheme.

Brazilians reach Cancun on Avianca, Copa Airlines and LATAM, connecting through Bogota, Medellin, Panama City and Lima. Directors of Aeropuertos del Sureste, which runs Cancun airport, sat in the meeting to work on opening a direct route with Brazilian and Mexican carriers. The Mexican Caribbean goes to the ABAV Expo trade fair in Sao Paulo from 30 September to 2 October.
Why does a Mexican visa decision concern Guyana?
Because Guyana is on the other side of the same list. Mexico's Foreign Ministry exempts five CARICOM states and requires a visa from the other nine, Guyana among them, as this newspaper set out in Aeromexico Will Fly to Jamaica and The Bahamas. Guyanese Still Need a Visa for Mexico. A Guyanese applicant files a passport valid six months, an employment letter, three months of bank and card statements, a photograph, a confirmed itinerary and a hotel booking.
Brazil was on a consular visa too. In February it was moved to an electronic one, and the applications tripled. That is the same instrument, applied to a different country, seven months ago, with a measured result.

Set against Brazil, Guyana is small and there is no argument to the contrary. Mexico sold Brazil US$4.45 billion in 2025, about eighteen times what it sold Guyana, and total trade between the two countries runs past US$14.5 billion a year. The Quintana Roo investment figure above is a different measure again: accumulated foreign investment in one Mexican state over a decade, not trade between two countries.
So the case does not rest on volume, and it should not. What the Brazilian decision provides is a measured result for a specific instrument. Mexico moved one country from a consular visa to an electronic one in February and applications tripled. That is an outcome a government can point at.

What does the paperwork cost a country?
Enough to be measurable. Across country pairs worldwide a visa requirement reduced travel between them by 52 to 63 per cent in Eric Neumayer's 2010 study, and later work on up to 194 destinations found introducing a requirement cut tourism by more than 20 per cent, figures this newspaper set out in the Aeromexico report above. Guyana has moved off visa lists before. The United Kingdom lifted its requirement in November 2022 and Guyana signed a mutual exemption with the United Arab Emirates in September 2024, recorded in How Guyana's Oil Boom Is Rewriting Its Passport.
Is the connectivity moving anyway?
In several places, and not here. Haiti signed the Caribbean's open-skies agreement this month, in Haiti Has Signed the Caribbean's Open-Skies Agreement. Cancun has no Brazilian route and a government working to get one. Georgetown has a quarter of a billion dollars a year going the other way and a visa queue.
