[Royal Caribbean set out a summer 2028 Caribbean deployment](https://www.royalcaribbeanpresscenter.com/?ref=lacaribenanews.com) this week covering eleven ships from April through October 2028, four of them Icon-class, and a Caribbean port can now read whether it has calls three years out. Haiti can read that it does not.

The line [suspended its private destination at Labadee through April 2028 and moved 44 itineraries to other ports](https://www.lacaribenanews.com/royal-caribbean-labadee-haiti-suspension-april-2028-calls-move-2026/). The season just announced begins in that same month. Labadee is not among the destinations named in it.

## What is in the deployment?

Eleven ships, four homeports and a list of calls in which two entries belong to the line.

| Ship | Homeport | Named calls |
| ----------------- | -------------- | ------------------------------------------------------------- |
| Hero of the Seas | Miami | **Perfect Day CocoCay** |
| Star of the Seas | Port Canaveral | **Perfect Day CocoCay**, Samaná, San Juan |
| Icon of the Seas | Galveston | Cozumel, Honduras |
| Oasis of the Seas | Cape Liberty | **Perfect Day CocoCay**, **Royal Beach Club Paradise Island** |

*Compiled from Cruise Industry News, Cruise Maven, Cruise Hive and Travel Market Report, 5 November 2026\. Bold entries are destinations Royal Caribbean owns or operates. Legend of the Seas also sails from April on six and eight-night itineraries; its homeport differs across the outlets read.*

Perfect Day CocoCay appears on three of the four. A sovereign port appears on two.

## Why does an owned destination change the arithmetic for a port?

Because the spend stops moving.

A call at a public port puts passengers in front of taxi operators, tour guides, vendors and a port authority that charges a head tax. A call at a destination the line owns keeps the same passengers and the same day inside the company. Two lines have just taken the other route, [signing ten years at La Romana instead of buying a destination](https://www.lacaribenanews.com/aida-costa-ten-years-la-romana-central-romana-counterparty-2026/). This newspaper has reported the pattern before, in [Carnival's 2027 deployment, where the ships that stayed in the Caribbean were calling at destinations it owns](https://www.lacaribenanews.com/carnival-2027-deployment-europe-caribbean-paradise-collection-owned-ports-2026/).

::: **Perfect Day CocoCay is named on three of the four ships listed. San Juan is named on one.** :::

Carnival Cruise Line published its own 2028 and 2029 Port Canaveral programme in the same week, more than 300 sailings, led by further ways to experience Celebration Key, which is also its own.

## What does a dropped port actually lose?

Everything the day would have carried, and no compensation.

When Icon of the Seas skipped Costa Maya, [Royal Caribbean paid passengers up to US$800 for the delay and the port got nothing](https://www.lacaribenanews.com/icon-of-the-seas-costa-maya-cancelled-call-cruise-port-compensation-2026/). A port has no contractual claim on a call that does not happen, which is what makes a published deployment the only forward visibility it has.

## Is Labadee finished?

The dates leave it open.

The suspension was reported as running through April 2028 and the announced season covers April to October 2028, so absence from these itineraries is not a decision never to return. No statement from the line on what follows April 2028 was found in the outlets read. What is established is that a port with 44 itineraries a year ago has none in the deployment now published.

## What should a port read into this?

The list of named calls, which is the only part that is contractual in effect.

Samaná, San Juan, Cozumel and Honduras are on the published itineraries. A port not on them has no announced calls for that season and no mechanism to acquire them except commercially. Saint Vincent took the other route and [signed a 30-year concession with Global Ports Holding](https://www.lacaribenanews.com/global-ports-holding-saint-vincent-cruise-port-30-year-concession-2026/), which places the terminal rather than the itinerary at the centre of the relationship.

## What is not established here?

Whether Labadee returns to Royal Caribbean's itineraries after April 2028.

The homeport of Legend of the Seas, which Cruise Hive gives as Fort Lauderdale while other outlets name Port Canaveral for Star and Harmony only.

The full itinerary list. The outlets read report that itineraries were scheduled for release in the week of 2 November 2026 and may still change. LCN has not read Royal Caribbean's own release or its itinerary pages.

Head tax and passenger spend per call at any of the ports named, which no party publishes.
