Between 13 July and 27 August the Office of Foreign Assets Control, a division of the United States Treasury, took three decisions in three countries. It put a government ministry on a blocking list, it seized the standing of a fishing fleet, and it cleared six of the world's largest oil companies to work in a country its own sanctions had closed. None of the three required a Caribbean institution to agree. ## What happened in Cuba? A tourism ministry was added to a blocking list. On 13 July the Treasury designated Cuba's **Ministry of Tourism**, MINTUR, adding it to the Specially Designated Nationals and Blocked Persons List under **Executive Order 14404**. The designation freezes any assets within United States reach and bars American persons from transacting with it. Nine other entities went with it. The State Department, [announcing the action](https://www.state.gov/releases/office-of-the-spokesperson/2026/07/further-sanctions-on-the-cuban-regimes-sources-of-funding-and-tools-of-oppression/?ref=lacaribenanews.com), described the targets as sources of funding and tools of oppression. Among them were the energy companies ENETEC and COREYDAN, the foreign trade company GECOMEX, the financial services firm CAUDAL, the maritime transport company GEMAR, and the Milicias de Tropas Territoriales, a civilian paramilitary force under the armed forces ministry. MINTUR is the largest single actor in Cuban tourism outside the military conglomerate GAESA, which had itself been designated in May. The consequence arrived within days. Iberostar confirmed on 21 July that it no longer managed any establishment in Cuba. Two Spanish hotel groups left a Caribbean country because a list changed in Washington. ## What happened in Ecuador? Ten fishing boats stopped being fishing boats, as a matter of law. On 20 August the Treasury [sanctioned fifteen individuals and entities and identified ten Ecuador-based fishing vessels as blocked property](https://home.treasury.gov/news/press-releases/sb0610?ref=lacaribenanews.com). The Treasury said the network ships thousands of kilograms of cocaine each month from South America to Mexico for distribution in the United States, and that the vessels operate under the guise of legitimate fishing businesses. The network is tied to **Los Choneros** and **Los Lobos**, two Ecuadorian organisations Washington has designated Foreign Terrorist Organisations and which it links to Mexican organisations carrying the same designation. Both gangs were themselves sanctioned in 2024, Los Choneros in February and Los Lobos in June. The action rests on two authorities at once: **Executive Order 14059**, which addresses the international illicit drug trade, and **Executive Order 13224 as amended**, which addresses terrorists and those who support them. Naming a vessel as blocked property is a narrower act than designating a ministry and a heavier one for the vessel. It cannot be insured, bunkered or chartered by anyone within reach of American jurisdiction. ## What happened in Venezuela? The same office opened a sector it had closed. On 27 August the Treasury issued **General Licence 50C**, [authorising six companies to work in Venezuela's oil and gas sector](https://www.lacaribenanews.com/venezuela-oil-licences-gl50c-celac-guyana-2026/): BP, Chevron, Eni, Maurel & Prom, Repsol and Shell. A general licence is the mirror image of a designation. One removes the right to transact, the other restores it, and both are issued by the same office under the same statutory architecture. Seven days separated the blocking of ten Ecuadorian vessels from the unblocking of Venezuela's oil sector. ## Is this one policy? No, and treating it as one would be the mistake. Three actions, three legal authorities, three purposes. Executive Order 14404 for Cuba is an instrument of political and economic pressure. Executive Orders 14059 and 13224 for Ecuador are instruments of narcotics interdiction and counter-terrorism. It is a mechanism, and a register that operates across borders without the participation of the states whose economies it reorders. ## What does it mean for a Caribbean business? That the list is a live operating condition, not a foreign policy story. A hotel group managing a property in partnership with a designated ministry does not receive a grace period in which to reconsider. Iberostar's position changed in eight days. The same applies to a shipping agent, an insurer, a bank correspondent or a freight forwarder. A vessel identified as blocked property carries that status wherever it calls, and any party within reach of United States jurisdiction that services it takes on the exposure. This is the compliance function that most small Caribbean firms do not have. Screening against the Specially Designated Nationals list is not difficult, but it has to be done, it has to be done again when the list changes, and the list changed three times in six weeks in this region alone. ## What is not established? Whether the sequence reflects coordination or coincidence. The three actions were taken under different authorities and announced separately. No published instrument connects them, and this newspaper does not assert that the Venezuelan licence and the Cuban and Ecuadorian designations form a single strategy. The Cuban entities were designated on 13 July.
