**Quick summary:** Karpowership wrote to Guyana's Minister of Public Utilities on 25 May 2026 that aligning commercial terms and pricing across all its country operations was an essential requirement for continuing. Kaieteur News reported on 25 October, citing unnamed sources, that a renegotiated arrangement runs multi-year. No agreement has been published.

La Caribeña News set out in September what Guyana's rented power costs. Two things have since entered the record that change what kind of cost it is.

## What has the supplier put in writing about price?

That Guyana's terms must line up with its terms in every other country it serves.

[Demerara Waves](https://demerarawaves.com/2026/05/31/govt-silent-on-possible-blackouts-as-karpower-threatens-warns-of-interruption/?ref=lacaribenanews.com) reported that Karpowership wrote to the Minister of Public Utilities, Deodat Indar, on 25 May 2026, copied to the Guyana Power and Light Executive Team Leader, Kesh Nandlall, warning that operations could be affected without a deal. "Nevertheless, in the interest of operational continuity, we are prepared to grant a final extension until 1 June 2026," the company said.

The commercially decisive sentence is the one about pricing. The company reminded the Minister that "alignment and unification of the commercial terms and pricing structure across all country operations remain essential requirements for the continuation of the arrangement."

A supplier whose stated requirement is that the local price match its global book has set a floor that no local circumstance moves. For a buyer that changes what a negotiation can reach: the variables are term, volume and vessel, and the unit price is being held against a book written elsewhere.

## Why does that matter more than the figure itself?

Because the figure was already published and the term was not.

Guyana rents 96 megawatts from two vessels, and La Caribeña News reported in September that [a unit really costs about 19 cents once the fuel it buys itself is added](https://www.lacaribenanews.com/guyana-third-powership-costs-puerto-rico-energy-choice-2026/), against a contracted rental of 9.5 US cents that excludes fuel entirely. That arithmetic has not changed.

What has changed is the horizon. [Kaieteur News](https://kaieteurnewsonline.com/2026/10/25/third-power-ship-expected-to-arrive-in-december/?ref=lacaribenanews.com) reported on 25 October, citing sources close to the discussions, that the government has renegotiated the arrangement for a larger vessel expected to replace the two already rented, arriving in December **on a multi-year contract**, requiring more heavy fuel oil, with a payment that "was not budgeted for". The paper reported that the Minister had not responded to it.

No other Guyanese publication carries any of that, on a search of ten outlets. It is reported here as Kaieteur's reporting, from unnamed sources, and not as established fact.

## What would a multi-year term do to a firm's cost base?

Convert a bridge into a standing cost, at a unit price near what a household pays.

A short rental is an emergency line item that a business can expect to see removed. A multi-year rental is part of the generation mix a tariff is built on. The difference is not the price per unit, which September already established, but how long that price sits in the base and how much of the fuel bill scales with it.

Two consequences follow for a firm, and both are commercial rather than political. The fuel is bought on the international market in United States dollars and sits outside the rental, so a larger vessel enlarges an exposure that the published tariff does not show. And a term measured in years removes the assumption that cheaper power simply arrives when the gas plant starts.

## When does the arrangement become checkable?

On the government's stated position, after it is concluded rather than before.

Asked in June whether the operators had demanded payments beyond their contractual terms, the Minister said talks continued for the best commercial rate and that "the public will be apprised at the appropriate time on the completion of the contractual negotiations between the Guyana Power and Light Inc. and UCC JV with Karpowership."

That is the first time the disclosure position has been stated in those terms, and it is the answer to the question a buyer would ask. Guyana's price is on the record because a minister stated it. There has been no auction and no published agreement, where in Brazil, South Africa and Ghana the price entered the public record as a by-product of how the power was bought, through an auction, a procurement round and parliamentary scrutiny. A statement produces a number. A number without the instrument behind it cannot be audited, compared on like terms, or held against a renewal.

## What should a business watch from here?

Three things, all on the commercial side.

Whether an agreement is published rather than described, which is the only way the term becomes verifiable. Whether the stated rental changes, since it is the single number a buyer can hold the arrangement against. And whether the fuel stays outside the tariff, because that is where the currency exposure sits and a larger vessel increases it.

The alternative to renting is late and its own deadline is close. The Wales contractor committed in a settlement to [first power by the end of 2026, with penalties the government can reinstate](https://www.lacaribenanews.com/guyana-lindsayca-wales-97-million-settlement-first-power-deadline-2026/), and the Prime Minister has said [bills will not halve until the plant runs at full capacity](https://www.lacaribenanews.com/guyana-gas-to-energy-delay-gpl-losses-solar-2026/). Until then the rented ships are the operating margin, and officials would not say whether Guyana Power and Light and Power Producers and Distributors Inc held enough capacity between them if one or both were switched off.

### The entities

- **Karpowership** is the Turkish operator of the two rented vessels, which wrote to the Minister in May about pricing alignment.
- **UCC JV with Karpowership** is the counterparty named in the negotiation with Guyana Power and Light.
- **Deodat Indar** is the Minister of Public Utilities, who received that letter and said the public would be apprised at the appropriate time.
- **Kesh Nandlall** is the Guyana Power and Light Executive Team Leader, copied on the operator's letter.
- **Guyana Power and Light (GPL)** is the state utility buying the rented power.
- **Power Producers and Distributors Inc** is the other generator whose spare capacity officials would not discuss.

## Frequently Asked Questions

### What did Guyana's powership supplier ask for?

In a letter of 25 May 2026 to the Minister of Public Utilities, copied to GPL's Executive Team Leader, Karpowership said that alignment and unification of commercial terms and pricing structure across all its country operations remain essential requirements for continuing the arrangement, and granted a final extension to 1 June.

### Is the rented capacity now a long-term arrangement?

Kaieteur News reported on 25 October 2026, citing unnamed sources, that a renegotiated arrangement runs multi-year, for a larger vessel replacing the two now in service. No other Guyanese outlet carries that claim and no agreement has been published.

### Why does a multi-year term matter to a business?

Because it moves rented generation from an emergency line item to part of the standing cost base a tariff is built on, at a unit cost near what a household pays, with a fuel bill that scales with the vessel and is bought in United States dollars outside the rental.

### Is the powership contract public?

No agreement has been published. The price is on the record because the Minister stated it, and his position is that the public will be apprised on the completion of negotiations between Guyana Power and Light and UCC JV with Karpowership.

### What does rented power cost in Guyana?

A contracted rental of 9.5 US cents a kilowatt hour excluding fuel, with the all-in cost near 19 cents once the fuel the state buys separately is added. La Caribeña News set the full calculation out in September 2026.
