# The Guyana Development Bank Act Is in Force. The Bank Opens on 5 October.

Senior Minister in the Office of the President with Responsibility for Finance Dr Ashni Singh signed the Commencement Order for the Guyana Development Bank on Wednesday, 16 September, and the Order was then published in the Official Gazette, the [Ministry of Finance said in a release](https://dpi.gov.gy/press-release-commencement-order-signed-by-finance-minister-and-gazetted-to-operationalise-the-guyana-development-bank/?ref=lacaribenanews.com) carried by the Department of Public Information and reproduced by the [Guyana Chronicle](https://guyanachronicle.com/2026/09/17/finance-minister-signs-commencement-order-for-guyana-development-bank/?ref=lacaribenanews.com). President Dr Irfaan Ali has said the bank will open on 5 October, [the Department of Public Information reported](https://dpi.gov.gy/guyana-development-bank-to-launch-with-us100m-capital-base-on-october-5/?ref=lacaribenanews.com).

The law creating the bank was passed by the National Assembly on 27 July and signed by the President on 30 July, but it provides that it comes into operation only on a date the Finance Minister appoints by order, as [La Caribeña News set out when the Act was assented](https://www.lacaribenanews.com/guyana-development-bank-what-the-act-requires/). Wednesday's Order is that step. The bank starts with a first tranche of US$100 million, or G$20 billion, half of its authorised capital of G$40 billion, the Ministry said.

## What will the Guyana Development Bank offer borrowers?

Loans of up to G$3 million at zero interest and with no collateral, with mentorship and training for borrowers, the [Ministry of Finance](https://dpi.gov.gy/press-release-commencement-order-signed-by-finance-minister-and-gazetted-to-operationalise-the-guyana-development-bank/?ref=lacaribenanews.com) said. The release names women, youth and persons with disabilities as intended beneficiaries, the same groups Minister of Public Service, Government Efficiency and Implementation Zulfikar Ally [named as priority groups in May](https://www.lacaribenanews.com/guyana-development-bank-women-entrepreneurs/). Ally has said the bank is [for every Guyanese, not only Georgetown](https://www.lacaribenanews.com/guyana-development-bank-for-every-guyanese/), and that [public servants will be eligible, subject to conflict-of-interest rules](https://www.lacaribenanews.com/public-servants-to-access-development-bank-loans-minister-ally-confirms-with-conflict-of-interest-guardrails/).

Borrowers will be able to add up to G$7 million from commercial lenders "at favourable interest rates" under a co-financing arrangement, the Ministry said. In November 2025 the President said participating banks would have to lower their rates to below 4 per cent in return for incentives, [the Department of Public Information reported](https://dpi.gov.gy/governments-us200m-development-bank-set-to-transform-access-to-financing-by-2026/?ref=lacaribenanews.com), and in July Ally cited rates as low as 3.5 per cent, according to [Guyana Times](https://guyanatimesgy.com/guyana-development-bank-opportunities-must-not-remain-among-those-who-already-have-assets-networks-ally/?ref=lacaribenanews.com). At a Georgetown business luncheon in May, Ally described a commercial tier of up to G$10 million, [La Caribeña News reported](https://www.lacaribenanews.com/guyana-development-bank-co-financing-arm/); the Budget and this week's release both give G$7 million.

Borrowers will also be able to form consortia. Ally has said ten people with a viable business model could together borrow up to G$30 million, [Guyana Times](https://guyanatimesgy.com/guyana-development-bank-opportunities-must-not-remain-among-those-who-already-have-assets-networks-ally/?ref=lacaribenanews.com) reported, and [urged Guyanese to organise for cluster loans](https://www.lacaribenanews.com/guyana-development-bank-ally-urges-consortiums-for-cluster-l-2026/) in July. The release lists agro-processing, manufacturing, tourism, services and technology among the target sectors; the government had earlier named [five priority sectors, including creative and digital industries](https://www.lacaribenanews.com/guyana-development-bank-five-priority-sectors/), and its Orange Economy framework [names the bank as the creative sector's financing route](https://www.lacaribenanews.com/dominica-creative-economy-agency-guyana-orange-economy-2026/).

## How large is the first G$20 billion tranche?

At the G$3 million ceiling, G$20 billion would fund about 6,600 loans. The Small Business Bureau has disbursed more than G$2.7 billion in grants, disability loans, guarantees and other services since 2020, the [Ministry of Finance](https://dpi.gov.gy/press-release-commencement-order-signed-by-finance-minister-and-gazetted-to-operationalise-the-guyana-development-bank/?ref=lacaribenanews.com) said, and the bank's opening tranche is roughly seven times that figure.

Commercial banks' outstanding lending to agriculture stood at G$32.8 billion at the end of 2025, and to manufacturing at G$32.5 billion, according to the [Bank of Guyana's 2025 annual report](https://bankofguyana.org.gy/bog/images/research/Reports/BOG%5FAnnual%5FReport%5F2025.pdf?ref=lacaribenanews.com). The development bank's first tranche is equal to about three-fifths of either figure. Between 2020 and 2025, 137,713 businesses were registered in Guyana, Ally told [Guyana Times](https://guyanatimesgy.com/guyana-development-bank-opportunities-must-not-remain-among-those-who-already-have-assets-networks-ally/?ref=lacaribenanews.com).

Across the region, small firms are refused credit often: the Caribbean Development Bank's 2025 study recorded rejection rates for small-business loans of 35 per cent in Barbados and 85 per cent in The Bahamas, [La Caribeña News reported](https://www.lacaribenanews.com/caribbean-sme-finance-gap-explained/).

## When did Guyana last have a state development bank?

The Guyana Agricultural and Industrial Development Bank, known as GAIBANK, was established under the People's National Congress government and closed in the early 1990s, [the Department of Public Information reported](https://dpi.gov.gy/govt-mulls-return-of-development-banking/?ref=lacaribenanews.com) in 2019, when then Finance Minister Winston Jordan said the government was considering re-establishing a development bank and had commissioned a feasibility study with the Caribbean Development Bank. When the Bill was debated in July, Ally said the new bank's governance was designed to avoid the shortcomings that contributed to GAIBANK's collapse, [News Room](https://newsroom.gy/2026/07/27/guyana-passes-development-bank-law-offering-zero-interest-loans-for-small-businesses/?ref=lacaribenanews.com) reported.

The Ministry describes the bank as the fulfilment of a manifesto promise. Budget 2026 allocated US$100 million to it, according to the budget measures [published by Stabroek News](https://www.stabroeknews.com/2026/01/27/news/guyana/2026-budget-measures/?ref=lacaribenanews.com), and the government aimed to have it operating by the end of the first quarter of 2026, [the Department of Public Information reported](https://dpi.gov.gy/budget-2026-sets-stage-for-next-phase-of-guyanas-development-drive/?ref=lacaribenanews.com) in January. ## What does the Act require of the bank?

The Act provides for a Board of five to nine directors appointed by the Finance Minister and qualified in finance, economics, banking or law; a chief executive appointed by the Board; written credit policies covering eligibility, risk assessment, approval thresholds, and monitoring and recovery; an annual audit by the Auditor General; and an annual report to the National Assembly, according to the text published in the Official Gazette as a Bill in June. The Ministry's release does not name Board members or a chief executive.

## What is the lending environment the bank opens into?

Private sector credit and commercial bank deposits more than doubled between the end of 2020 and the end of 2025, and non-performing loans fell from 10.8 per cent to 1.3 per cent of lending, the [Ministry of Finance](https://dpi.gov.gy/press-release-commencement-order-signed-by-finance-minister-and-gazetted-to-operationalise-the-guyana-development-bank/?ref=lacaribenanews.com) said.
