**Quick summary:** President Dr. Mohamed Irfaan Ali put applications to the Guyana Development Bank in the tens of thousands on 20 October, having said on 12 October that nearly 30 per cent of the applications received by then came from agriculture. The bank opened on 5 October with G$20 billion to lend and a G$3 million ceiling on a loan.

By LCN Wire

The Development Bank opened on 5 October. The President has twice put a number on who wants it, eight days apart.

The two figures do not describe the same pool. The agriculture share was given one week after the bank opened, and the applicant range two weeks after it. Neither has been restated against the other.

## How many people have applied to the Guyana Development Bank?

The only count in public is a range the President gave himself, and it counts applicants rather than loans.

[Kaieteur News](https://kaieteurnewsonline.com/2026/10/21/20000-applications-for-loans-at-guyana-development-bank/?ref=lacaribenanews.com) reported on 21 October that President Dr. Mohamed Irfaan Ali had said the previous day the newly launched bank was attracting significant interest, with those applicants seeking support to pursue business ventures and entrepreneurial opportunities. The disclosure was made during an interview. The Guyana Chronicle carried the same upper figure, reporting that interest had surged.

In the official [Department of Public Information](https://dpi.gov.gy/guyana-development-bank-records-up-to-20000-applications-as-interest-surges/?ref=lacaribenanews.com) account, the President said:

"Imagine launching such a huge national programme. You have maybe 15,000, 20,000 persons who have applied already, without a line, without a single line, without any long line anywhere, just from their bedroom, from their desk, on a cricket field."

The absence of a queue is the claim being made, and it is a claim about the channel rather than about the money. The bank takes applications online, which is also why its [website refusing connections from outside Guyana](https://www.lacaribenanews.com/guyana-development-bank-website-restricted-outside-guyana-2026/) mattered in the first fortnight.

## How much of the demand is from agriculture?

Nearly 30 per cent, on a count the President gave on 12 October, eight days before the applicant range.

[INews Guyana](https://inewsguyana.com/nearly-30-of-development-bank-applications-target-agriculture-pres-ali/?ref=lacaribenanews.com) reported the disclosure on 13 October, made the previous day at the opening of the Farmers' Conference at the Arthur Chung Conference Centre, and reported that the President tied the response to growing interest in agriculture, which INews reported contributes six per cent of Guyana's Gross Domestic Product and one-fifth of non-oil GDP.

Agriculture is one of the [five priority sectors the bank named at design stage](https://www.lacaribenanews.com/guyana-development-bank-five-priority-sectors/), alongside the [priority groups](https://www.lacaribenanews.com/guyana-development-bank-women-entrepreneurs/) of women, youth and differently abled entrepreneurs. That share is the first evidence of whether those priorities describe the people who actually apply, and it was taken when the pool was a week old.

## Is an application the same as a loan?

No. The bank's own process puts several stages between the two.

The documented route runs through an [application roadmap](https://www.lacaribenanews.com/guyana-development-bank-application-roadmap/) of supporting documents, adviser meetings and mobile tracking, and then through [four steps from application to money in the account](https://www.lacaribenanews.com/guyana-development-bank-four-steps-letter-of-offer-disbursement-2026/), ending at a letter of offer and disbursement. The [documents asked for before an application starts](https://www.lacaribenanews.com/guyana-development-bank-what-you-need-to-apply-id-tin-bank-account-2026/) are four for the quick loan.

The Department of Public Information account says applications are undergoing evaluation, with teams assessing submissions and categorising applicants by the sectors they intend to invest in. So the sector split is still being compiled, and an applicant count is a measure of intent. Nothing published so far says how many have reached a letter of offer.

## How far does the first tranche stretch?

G$20 billion at a G$3 million ceiling is about 6,666 loans at full size, which is a third of the applicants at the top of the President's range.

The arithmetic only bites if applicants want the ceiling, and most will not be able to. The bank carries [two loans rather than one](https://www.lacaribenanews.com/guyana-development-bank-two-loans-quick-300000-sme-3-million-2026/): the larger facility, and a quick loan of up to G$300,000 the bank's site says can be completed on a phone. At G$300,000 the same tranche funds many times more borrowers.

Two further mechanisms were built to stretch the public money. The G$3 million loans are [paired with G$10 million in commercial co-financing](https://www.lacaribenanews.com/guyana-development-bank-co-financing-arm/), and the government has [urged consortiums to pursue cluster loans](https://www.lacaribenanews.com/guyana-development-bank-ally-urges-consortiums-for-cluster-l-2026/) rather than apply one by one. Neither has a published uptake figure.

## What is still unpublished?

The lending rules, the approval count, and the sector split beyond agriculture.

[What the Guyana Development Bank Act requires and what it leaves unpublished](https://www.lacaribenanews.com/guyana-development-bank-what-the-act-requires/) was the position when the [commencement order brought that Act into force](https://www.lacaribenanews.com/guyana-development-bank-commencement-order-october-5-2026/), and it was still the position when [the doors opened](https://www.lacaribenanews.com/guyana-development-bank-opens-publish-the-lending-rules-2026/). A figure announced in an interview is not a published series. On the public record we can find, the bank has published neither an approval count nor a sector breakdown of its own, and the one share in circulation is eleven days old.

## Frequently Asked Questions

### How many applications has the Guyana Development Bank received?

Kaieteur News reported on 21 October that President Dr. Mohamed Irfaan Ali had said an estimated 15,000 to 20,000 persons had already applied since the bank's launch. The Guyana Chronicle reported the same upper figure as interest surged.

### How much of the demand is from agriculture?

INews Guyana reported on 13 October that the President had disclosed nearly 30 per cent of applications submitted so far were from the agriculture sector, at the opening of the Farmers' Conference at the Arthur Chung Conference Centre. That was eight days before the applicant range was given, and the two have not been stated together.

### How much can the Development Bank lend?

The bank opened with G$20 billion in its first tranche and a per-loan ceiling of G$3 million, which is about 6,666 loans at full size. It also carries a quick loan of up to G$300,000 that its site says can be completed on a phone.

### Is an application the same as an approved loan?

No. The figure the President gave counts persons who have applied, and the Department of Public Information says applications are still undergoing evaluation. The bank's documented path runs through supporting documents, adviser meetings, mobile tracking and a letter of offer, so submission and approval are separate stages.
