**Quick summary:** Global Ports Holding signed a 30-year concession for Saint Vincent Cruise Port on 26 October 2026, obliged to spend not less than US$20 million in phase one and US$60 million in phase two. Cruise tourism put US$19.28 million into the country across the 2023/2024 cruise year.

By LCN Business Desk

Saint Vincent and the Grenadines has handed thirty years of its cruise port to an operator whose minimum spend on the first phase alone is larger than everything cruise tourism currently puts into the country in a year.

## What exactly was signed, and who keeps the port?

A 30-year concession on Monday 26 October. The government keeps the asset.

Global Ports Holding will manage, develop and operate Saint Vincent Cruise Port and the country's wider cruise port facilities under an agreement signed in Kingstown, [iWitness News](https://www.iwnsvg.com/2026/10/27/new-deal-means-bigger-cruise-port-wider-opportunities-for-svg-officials/?ref=lacaribenanews.com) reported from the ceremony. The government retains full ownership of the facilities, and [the St Vincent Times](https://www.stvincenttimes.com/st-vincent-govt-retains-100-in-ownership-gph-cruise-port-deal/?ref=lacaribenanews.com) reported officials describing the arrangement as a lease rather than a sale.

Operations are expected to commence in the first quarter of 2027, subject to the satisfaction of conditions precedent, [Baird Maritime](https://www.bairdmaritime.com/shipping/ports/saint-vincent-cruise-port-concession?ref=lacaribenanews.com) reported from the investor disclosure made by the parent company, Global Yatırım Holding, to Turkey's Public Disclosure Platform. The conditions precedent are not enumerated in any public account.

It follows a memorandum of understanding signed on 11 June 2026 that granted exclusive negotiations.

The term is thirty years, and no termination provision has been published. What ending such an arrangement early can cost is on the record elsewhere in the region: [LUMA Energy told the Supreme Court of Puerto Rico in October that annulling the extension of its contract to run the island's transmission and distribution would impose about US$1.3 billion in quantifiable costs, at least US$726 million of it unavoidable](https://www.lacaribenanews.com/luma-energy-contract-termination-cost-puerto-rico-grid-exit-price-2026/), a figure Governor Jenniffer González Colón called completely false the following day.

## What is the operator now obliged to spend?

Not less than US$80 million, and the agreement sets no upper limit.

Sources: Prime Minister Godwin Friday in June, reported by iWitness News; Attorney General Louise Mitchell at the October signing, reported by iWitness News and the St Vincent Times.

The June figures and the October figures are not the same kind of number, which is why the smaller-looking total is the stronger commitment. In June the government held an estimated ceiling that the Prime Minister said could go higher. In October it holds a floor, and Mitchell tied those thresholds to the thirty years of exclusivity the operator receives. A contractor plans against a floor. Nobody can plan against an estimate.

At the Eastern Caribbean dollar's peg of EC$2.70 to US$1.00, the US$80 million floor is EC$216 million.

## How does that compare with what cruise tourism is worth to Saint Vincent?

Phase one alone is worth slightly more than a full cruise year.

| Saint Vincent, 2023/2024 cruise year | |
| ------------------------------------ | ------------- |
| Passenger arrivals | **228,800** |
| Passengers who went ashore | **195,200** |
| Average spend per passenger | **US$59.39** |
| Passenger expenditure | **US$11.59m** |

| Cruise line expenditure | **US$6.30m** |
| **Total cruise tourism expenditure** | **US$19.28m** |
| Total employment supported | **478** |
| Total employee wage income | **US$4.3m** |

Source: Business Research and Economic Advisors, *Economic Contribution of Cruise Tourism to the Destination Economies*, Volume I, for the Florida-Caribbean Cruise Association, covering May 2023 to April 2024 across 33 destinations. Employment and wages are from its Table 16; Table ES-2 of the same report gives 477 and US$4.31 million, a rounding difference between two presentations.

The operator's obligation in the first phase is about the size of a whole year of cruise activity in the country, and the full US$80 million floor is a little over four times it, on this newspaper's arithmetic from the two sets of published figures.

It also explains why the government is leasing rather than operating. Tourism Minister Kishore Shallow said in June that the port had operated at a loss in four of the last five years, spending about EC$15 million over the period and turning a profit of EC$266,000 in 2023 alone. The facility loses money while the destination earns US$19.28 million from the ships that call at it. A concession is one way of closing that gap, by moving the capital spending to a counterparty that is paid out of the traffic.

The money the island collects is also thinly spread. Of the US$19.28 million, US$4.3 million reaches Vincentian workers as wages across 478 jobs.

A charge on the arrival is the other instrument in circulation for raising that take. [Jamaica's Tourism Minister Edmund Bartlett asked the Caribbean Tourism Organisation's ministerial council in Georgetown on 6 October to build a regional resilience fund out of a modest contribution linked to visitor activity](https://www.lacaribenanews.com/caribbean-tourism-resilience-fund-bartlett-visitor-levy-sotic-2026/), citing Jamaica's own Tourism Enhancement Fund, whose fee has been paid into that country's Consolidated Fund since 2017\. Against 195,200 onshore visits, one US dollar a head is US$195,200 a year.

## What gets built, and where?

Kingstown first, then a second pier and a berth in the Grenadines.

Phase one expands the existing Kingstown cruise berth. Phase two builds a new cruise pier west of the existing facility and adds a cruise ship and mega-yacht berth at Clifton on Union Island, the St Vincent Times reported.

The Union Island component lands on ground that is already being rebuilt. The [World Bank reported in January 2026](https://www.worldbank.org/en/news/feature/2026/01/20/building-back-better-and-stronger-in-saint-vincent-and-the-grenadines?ref=lacaribenanews.com) that Hurricane Beryl heavily damaged or destroyed over 90 per cent of buildings in the Southern Grenadines in July 2024, with losses of about US$230 million, and that a US$63 million recovery project launched within three months. A new ferry terminal at Clifton, the largest of three built across the Southern Grenadines, was handed over in October 2025\. A mega-yacht berth would be the next layer on that quay, and it sits in the later phase.

## What happens to the businesses already at the port?

They keep their terms for three years, and the clock starts when operations do.

Mitchell said existing commercial tenants may continue on their current terms for three years from the operations commencement date, and that Vincentian tenants may remain beyond that if they are not in default of their leases.

With operations expected in the first quarter of 2027, a tenant at the Kingstown facility is trading on known terms until roughly the first quarter of 2030, and renegotiating with a concessionaire after it.

## What is on offer to Vincentian investors?

Up to 30 per cent of the concession company, with retail investors first in the queue.

A special purpose vehicle will allow qualifying Vincentian nationals to acquire up to 30 per cent of the company's issued share capital, Mitchell said. Retail investors are prioritised, and institutional investors resident in the country may participate only if retail demand does not take up the full allocation.

In June, Global Ports Holding chairman and chief executive Mehmet Kutman pointed to the company's Bahamas arrangement as the model and told Vincentians: "I strongly recommend everybody take shares. It's a good investment." He also characterised the relationship this way: "We are just a tenant. The landlord are you guys."

What the Bahamas structure has actually paid is a matter of record, and it is the closest available evidence. Bahamian investors came into Nassau Cruise Port through the Bahamas Investment Fund, which holds 49 per cent of the port and opened to them in 2021, a larger share than the 30 per cent on offer in Kingstown. [The Nassau Guardian reported](https://www.thenassauguardian.com/business/cruise-port-to-pay-third-dividend-to-shareholders-in-less-than-a-year/article%5F63a43ffd-5fee-4cbf-b008-809da066b4cf.html?ref=lacaribenanews.com) that a third dividend of US$1.47 a share was paid on 23 September 2025 to holders of record at 16 September, following a second at the same rate in March 2025 and a first of almost US$6 million around late 2024\. Three payments inside twelve months, and earlier than the 2021 offering had led investors to expect: [Tribune242 reported at the time](https://www.tribune242.com/news/2021/dec/08/cruise-ports-25m-ipo-not-quick-buck/?ref=lacaribenanews.com) that the expectation set then was no dividend until late 2024 or 2025.

Two things differ. The Bahamian allocation was almost half the company, and Nassau receives an order of magnitude more passengers than Kingstown.

## Where do Vincentian tour operators stand today?

They sell four in every hundred excursions bought on the island.

| Shore excursions, 2023/2024 | Bought a tour | From the cruise line | **From an onshore operator** | Weighted average price |
| --------------------------- | ------------- | -------------------- | ---------------------------- | ---------------------- |
| **Saint Vincent** | 57% | 66% | **4%** | US$83.75 |
| Saint Lucia | 71% | 74% | **10%** | US$115.08 |
| Barbados | 57% | 73% | 8% | US$71.88 |
| Grenada | 55% | 69% | 4% | US$58.67 |
| **All 33 destinations** | 58% | 74% | **7%** | US$85.86 |

Officials named taxi drivers, tour operators, vendors, artisans, restaurants, farmers and fishers as the people the deal should be judged by. The measured position of one of those groups is that local operators capture under half the all-destination share, at a tour price close to the average, in a market where more than half of passengers buy an excursion. The constraint is distribution rather than price, and distribution is what a port operator controls.

Saint Lucia, where Global Ports Holding runs the cruise port, sits at 10 per cent.

## What does one operator at five Caribbean ports mean?

A line planning the Southern Caribbean now negotiates more of its calls with one counterparty.

Global Ports Holding's own [list of ports](https://www.globalportsholding.com/our-ports/?ref=lacaribenanews.com) runs to 35 cruise ports, which it groups by region under an Americas heading rather than a Caribbean one. Six sit under Americas, and four of those are Caribbean: Antigua, Nassau, Saint Lucia and San Juan. The other two are Acapulco on Mexico's Pacific coast and Prince Rupert in British Columbia. Kingstown is the fifth Caribbean port, and the company's own page has not added it yet.

That concentration arrives as the largest buyer of Caribbean calls is holding its regional capacity flat. Carnival Corporation told analysts in September that [Europe will tie the Caribbean at 34 per cent each of its 2027 deployment, the first time Europe has matched the region](https://www.lacaribenanews.com/carnival-2027-deployment-europe-caribbean-paradise-collection-owned-ports-2026/), with total capacity up 0.5 per cent, so Caribbean capacity falls about 2 per cent. Kingstown is adding berth length into a region where the biggest line is not adding ships.

There is a second exposure a berth cannot fix. When Royal Caribbean held Icon of the Seas in Miami for an extra day in September and dropped its call at Costa Maya, [passengers were offered US$300 to US$800 in onboard credit and the port was offered nothing](https://www.lacaribenanews.com/icon-of-the-seas-costa-maya-cancelled-call-cruise-port-compensation-2026/). A cancelled call removes a day of passenger spending from the destination and carries no claim with it.

## What is settled, and what is not?

The terms are settled on named authority. The economics of the next thirty years are not.

The 30-year term, the signing date, the US$20 million and US$60 million minimums, the 30 per cent allocation and the three-year tenant provision all come from Attorney General Louise Mitchell at the signing and are reported independently by iWitness News and the St Vincent Times. The expenditure, employment and excursion figures are from a report commissioned by the cruise industry's own trade association and measured across 33 destinations on the same basis.

Not established, and stated plainly: this newspaper has read reporting of the parent company's disclosure to Turkey's Public Disclosure Platform rather than the disclosure itself, which is not retrievable through the platform's public interface. The conditions precedent are not published. Global Ports Holding expects the port to serve more than 250,000 passengers in the 2026/27 season against 228,800 arrivals in 2023/2024, but it has not stated whether it is counting arrivals or passenger movements, so the two are close rather than comparable. The company's own newsroom carried no Saint Vincent item as of 28 October, its most recent entry being 21 October on San Juan. No source gives a Clifton-only rebuild status. And the figure of 3,600 Bahamian shareholders that Kutman cited in June does not appear in any retrievable record of the Nassau offering.

The instruments behind large Caribbean transactions are frequently unpublished. [Royal Caribbean recorded its US$3.0 billion purchase of half of Sandals and Beaches Resorts in a Form 8-K of four sentences and filed none of the agreements as exhibits](https://www.lacaribenanews.com/royal-caribbean-sandals-agreements-not-filed-10q-due-2026/), so more than a dozen resorts across the region are changing owner on terms no host state can read.

The port has lost money in four of the last five years. The agreement that is meant to change that obliges somebody else to spend a year of the country's cruise economy before the second phase begins. Port finance elsewhere in the region has just lost its funder: [Bechtel says Chevron declined to continue funding engineering and design for Guyana's US$1 billion to US$2 billion Berbice deepwater port after acquiring Hess, which had funded the early work](https://www.lacaribenanews.com/guyana-deepwater-port-chevron-exit-exim-letter-of-interest-2026/).
